Supporting one of the UK’s most important net-zero infrastructure programmes through strategic procurement and expediting expertise.

About the Project
The Liverpool Bay CO₂ Transportation and Storage (T&S) Project forms the central infrastructure of the wider HyNet North West industrial decarbonisation cluster.
United Living Energy Limited, part of United Living Infrastructure Services (ULIS), was awarded a £250 million EPIC (Engineering, Procurement, Installation and Commissioning) contract by Liverpool Bay CCS Limited (LBCCS), a subsidiary of global energy-tech company Eni.
The project will deliver 34 km of new pipeline and 24 km of repurposed existing pipeline, creating a continuous network capable of transporting captured industrial CO₂ from across the region for permanent storage in depleted gas reservoirs beneath Liverpool Bay.
This infrastructure represents a major milestone in helping the UK reach its 2050 net-zero target. Once operational, it will initially transport 4.5 million tonnes of CO₂ per year, with future capacity scaling to 10 million tonnes.
Beyond environmental impact, the programme supports regional economic growth, with United Living forecasting the creation of 300 new roles, plus a further 300 supply chain jobs over the next two years.


JPS Project Procurement Support...
Johnson Procurement Solutions was selected by ULIS to deliver strategic project procurement and expediting support during the early stages of the contract award and into the next phases of delivery.
Our involvement included:
• Early-stage supply chain engagement to support FEED and initial commercial planning
• Strategic procurement delivery across capital equipment, works packages and bulk material requirements
• Structured expediting activity to maintain programme progress and supplier responsiveness
• Commercial clarity and governance to support the full EPIC process
• Alignment with project timelines to help establish a clear commercial framework ahead of major procurement milestones
By integrating closely with the United Living Infrastructure project team from late 2024 onwards, JPS reinforced early-stage project confidence, strengthened supply chain visibility and provided the structured procurement approach required for a programme of this scale and complexity.
