Strategic Procurement

JPS supported Bilfinger with their bid on a major capital project at Saltend Chemicals Park, Hull in the United Kingdom, operating on a production line.

It was the intention of the client to construct a second production line to increase capacity.

The project included process units and ISBL utilities distribution.

The main scope consisted of Civil and Structural Design and Engineering.

About the Project

JPS provided BUK with a dedicated Project Procurement team to successfully deliver all aspects of the activities.

JPS fully represented BUK in all matters concerning Procurement and Supply Chain activities.

JPS supported BUK with the procurement of all key equipment, subcontract and bulk packages required for the specific project.

JPS completed the following activities:

-Developed the project specific Procurement Strategy, in conjunction with the Project Team.

-Developed and managed the Project Procurement Schedule based on the latest package requirements.

-Developed the project vendor list based on BUK existing accredited vendors and client preferred list where possible.

-Compiled and agreed the Invitation to Tender Documentation working with Engineering and Project Management team.

Formally contacted and issued ITT documentation to vendors identified on the agreed Vendor List.

-Managed the ITT process and review all packages together with the project management and engineering teams to effectively analyse and score the responses in order to make an effective selection/recommendation.

-Provided bi-weekly procurement reports back to the project team detailing all updated from the Procurement Schedule such as:

-ITT’s issued in the period.
-ITT responses received
-Response Analysis complete; Technical & Commercial
-Internal Recommendation Approved
-Final Recommendation Report Complete
-Report on specific package issues.
-Managed clarification requests and be the direct interface with the vendors
during this process.
-Compiled the Package Recommendation Report for each package and
issued to BUK for their consideration and approval.
